JNS BLOG EXCLUSIVE: Larry Maxwell Mortgage Fraud Investigation Document Comes Loose In Course Of Jordan Controversy

The ongoing controversy in the Jordan Neighborhood caused a very interesting document to come loose about an active, ongoing police investigation into mortgage fraud...
The document concerns alleged mortgage fraud by Larry Maxwell. I first heard about Maxwell in association with a property in the Eco-Village area, 409 31st Ave. N.
That particular property is not mentioned in this document. The whole reason the document came into my hands is because Jerry Moore, former executive director of JACC, is named in the document. In the current climate of controversy (with the "New Majority" terminating Moore's employment, and the "Old Majority" saying, "You still work for JACC, and we're JACC" and Moore trying to, good heavens, shut off the utilities at the JACC HQ) information has been known to come loose, in the service of one side or another.
In the course of this struggle, somebody kicked the document toward my inbox. And now I have it. And now I'm going to share it with the whole wide world, because that's what this blog does.
Overcoming Technical Hurdles
I plan to write a thumbnail summary of the investigation document. However, in the meantime, I'm sharing the document in PDF form. Click here to go to a site which hosts the document in PDF form. Just go to the site, then click on the document with "REAPG" in the title.
Allow me to just go into one of my technical blogger things for a moment, here...it turns out you can't host a PDF document on blogspot. Oh, yes, you can host image documents quite easily, but not a PDF. So the way around that, according to a site called "The Blog Doctor," is to create a Google site to host other documents like PDFs.
I didn't come up with this on my own, but had to talk to a serious geek over the phone; Jeff's old college roommate. It was very bizarre, because the roommate calls Jeff "Bob." It has something to do with a shirt Jeff used to wear, bearing the name "Bob." Oh, yes, Jeff still possesses the shirt, actually.
I should talk. I have gym clothing I obtained in Fort Jackson, South Carolina, back in 1990, with my name written in faded Sharpie Marker: Hoff, John.
An Active Fraud Investigation
In any case, the document is detailed and fascinating. It mentions a $5,000 payment received by Mr. Jerry Moore on a mortgage deal which turned out to be fraudulent.
I have some details about the investigation from somebody who has been in contact, recently, with Cory Cardenas, a detective with the Bloomington Police Department. However, I won't be sharing those details at this time. This much I will say: if you have information about Larry Maxwell's mortgage fraud activities, be assured this is A VERY ACTIVE INVESTIGATION. And it's not just the Bloomington Police, either. Contact Detective Cardenas if you have information about Larry Maxwell.

ReplyDeleteSo...if Moore is moonlighting on top of his JAC salary, how lucrative was his stint in Jordon? Is he reporting this income to the IRS?
ReplyDeleteI am shocked that an ED for a Minneapolis neighborhood organization would be involved with the Mortgage fraud that is destroying our Northside community.
ReplyDeleteI know 1564 Hillside Ave, it was a featured home during the days of the Jordan Livability forum in 2002. Featured for over 200 housing violiations, everything from cockroaches to rubbish in the yard. There is no way it should have sold for 189K. The "rehab" job was terrible. It still has peeling paint, a rotting porch, a caving in roof and the siding on the alley side was put up by someone who clearly did not know how to do vinyl siding.
It is clear everyone involved with this real estate transaction has "dirty hands" from the person who did the valuation, to Jerry who brokered the deal between Maxwell and Keith Reitman. The only innocents appear to be poor guy whose identity was stolen to the community whose proerty values are affected by this boarded and vacant property.
This is to note that one comment from the "anti-Johnny" was rejected. Why? Because I don't like him, and I can do that.
ReplyDeleteJerry needs to explain himself! I just found the below quote by him. Seem hypocritical of Jerry to be a part of the foreclosure crisis and then tried to get paid to work on resolving the crisis.

Jerry got involved in the foreclosure recovery efforts because he knew that was the only money coming down the pipeline and he better jump on board to ride the money wave. That's how him and his kronies are - including Mr. McLawsuit.

@ 1915bung... - we will never know exactly how lucrative Jerry's stint in Jordan neighborhood was. The checkbook register is full of checks being written to many people who are well-known to be Jerry's buddies. Some folks have a theory that Jerry and buddies had an agreement to share the money - Jerry writes a check and the buddy splits it with Jerry. Especially Todd Barnes who walked away with somewhere between 25-30K from JACC, maybe 1/3 or 1/2 was kick-backed to Jerry???

The following entry is reproduced from an article written by Steve Brandt for
the Star Tribune.
A Minneapolis man sentenced on a federal mortgage fraud charge in 2001 now
faces Hennepin County charges involving at least $1.2 million in mortgages that
stretched from Bloomington to Blaine.
Larry D. Maxwell (pictured below), 52, was charged Monday with 10 counts in the
alleged mortgage fraud, including racketeering. Also charged with nine counts
of forgery, identity theft and theft by swindle was Realty Executive Advantage
Plus Group. The real estate brokerage was operated from Maxwell’s north
Minneapolis riverfront condo.
Larry Reed, Maxwell’s attorney, said that his client will plead not guilty.
“Because Mr. Maxwell made a mistake in the past, they decided to go after him.
He hasn’t done anything improper,” said Reed, who represented Maxwell in his
federal case and said he had also bought a house from him.
The case is the fourth alleged mortgage fraud ring prosecuted under Hennepin
County Attorney Mike Freeman. He said that the investigation is continuing in
the case and that he couldn’t say if others would be charged.
The complaint against Maxwell lists four other uncharged conspirators in the
racketeering count. They are Vickie Cox-Maxwell and Larry Scott, his wife and
son and both agents of Realty Executive, mortgage broker Terrece Large of
Worldwide Mortgage, Inc., where Maxwell was a loan officer, and Halisi J.
Edwards-Staten, listed as the real estate broker for Realty Executive.
The complaint states that Edwards-Staten now lives in Georgia, which according
to the complaint would violate state law requiring a licensed broker to monitor
Realty Executive.
Edwards-Staten was an unsuccessful candidate for county commissioner in 1996.
She resigned from a state supervisory position the following year after being
suspended during an investigation into whether she had done anything improper
in awarding a $50,000 contract to a nonprofit group run by her then-husband,
former legislator Randolph W. Staten.
The complaint alleges that the criminal activity began about June 2006. That’s
when Maxwell’s five-year probation would have expired from his 2001 admission
that he submitted false documents so that a client could obtain a federally
insured home loan.
The county complaint alleges that Maxwell’s transgressions came to light when a
Plymouth man complained that his identity had been stolen to purchase
properties, first in Minneapolis and later in Bloomington.
But Reed said, “They’re going after the wrong man in this case.” He said that
the unidentified man came to Maxwell with a false identity and that when
Maxwell found that out, he went to the mortgage company in an attempt to
determine the man’s identity.
The complaint alleges that dozens of fraudulent loan applications were found
after a search of Maxwell’s home and office last week. Maxwell was arrested the
same day and bail was set at $250,000 on Tuesday.
It also said that Centennial Mortgage and Funding Inc. of Bloomington, a lender
from whom Maxwell obtained loans, told investigators it suspected fraud in 10
property transactions.

Been awhile since there's been any activity on this post, so I had to Google Maxwell to find out the outcome of the charges against him were. Guilty and sentenced to 16 years and $2 mil in restitution. Nice! I also see his profile on incredibleagents.com is still on their site. Hopefully this guy will not see the light of day as a free man again. ID fraud is an awful crime whose victims suffer for years and years.
