JNS BLOG EXCLUSIVE: Jeffrey John Latawiec Arrested For Suspected Sex Trafficking Of Minors In North Minneapolis...

It is unknown whether the recent arrest of Jeffrey John Latawiec is in any way connected to other cases involving the sex trafficking of minor females in North Minneapolis, one (allegedly) at a rental property owned by slumlord Mahmoud Khan, and the other taking place back in May, click here. (I hadn't heard about the second one until just now while researching this story)

According to information on the Hennepin County Jail roster, Jeffrey Latawiec, DOB 12/09/82, was picked up on felony warrants for allegedly promoting prostitution of a person under 18, and receiving profit from prostitution of a person under 18. Bail is set at $75,000 and Latawiec remains in custody.

Latawiec's home address on the jail roster is 1619 22nd Ave. N., a homesteaded property owned by a relative with the same surname.

In regard to the last charge listed, Latawiec had a two year sentence hanging over his head which was stayed. He was supposed to be on supervised probation until 2015. His image can be found on Mugshots dot com, click here.

    General Public Nuisance Activity

    What types of activity are considered a public nuisance?

    In general, Minnesota’s public nuisance law defines “nuisance activity” to include either one
    behavioral incident or two separate behavioral incidents committed within a building within the
    previous 12 months.

    “Building” includes both residences and any commercial structure maintained for business activities
    involving human occupation. The term also includes the land surrounding the structure

    One incident of any of the following activities is sufficient to constitute a public nuisance:

    - prostitution or prostitution-related activity

    - unlawful activity involving controlled substances (drugs)

    - unlawful use of a dangerous weapon2



    So, What is the County Attorney and the MN Attorney General doing about all this crime in Khans Rentals?

  2. Where within a building must the nuisance activity occur?

    Nuisance activity is considered to have occurred within the building if it takes place in any
    portion of it or on the surrounding property. If the building is a multi-unit building, usually only
    the unit where the activity occurs comes within the scope of the nuisance civil action. However,
    tenants are responsible for nuisance activity they or their guests commit inside or outside the
    tenant’s unit, and the building owner4 is responsible for nuisance acts committed by the owner or
    persons under the owner’s control anywhere in the building.

  3. Who may bring an action in court to stop a nuisance activity from continuing?

    The law specifies that only a prosecuting attorney may bring an action in court to stop nuisance
    activity from occurring. A “prosecuting attorney” means either a city attorney, county attorney,
    or the state attorney general.

    If a prosecuting attorney has reason to believe a nuisance exists in any building in a
    neighborhood, he or she may bring a civil action in district court to put an end to the nuisance
    activity. Before filing the action, the prosecuting attorney must send a written notice by personal
    service or certified mail to the owner of the property and all other known interested parties.7 The
    written notice must:

    - specify the type of nuisance being maintained or permitted;

    - summarize the evidence, including the dates on which nuisance-related activities are alleged to have occurred;

    - inform the recipient that failure to abate the conduct or otherwise resolve the matter within 30 days may result in the filing of a nuisance action in court and that the court action may result in an injunction closing the building for one year or, in the case of a
    tenant, cancellation of the lease; and

    - inform the owner of the option of canceling the offending tenant’s lease in a separate court action and, thereby, avoid a nuisance action.8

    What procedures must the prosecuting attorney follow when filing a nuisance action?

    The prosecuting attorney must first file a petition seeking a temporary injunction to abate the
    nuisance. The court then must hold a “show cause” hearing and provide the respondents an opportunity to be heard on the allegations contained in the petition. If the court finds that there is reason to believe nuisance activity has occurred, it must issue the temporary injunction describing the conduct enjoined. After the temporary injunction is issued, the court must issue a permanent injunction and an order of abatement if it finds, by clear and convincing evidence,
    that a nuisance exists.

    What is the effect of an order of abatement?

    The effect of the order of abatement is to close the building or a portion of it for up to one year.

    The abatement order must be posted conspicuously on the building so as to inform the building
    occupants and the public of the order’s contents. In addition to closing the building, the abatement order may order the removal of moveable property used to conduct or maintain the nuisance and may order the sale of any property owned by a respondent who was notified of or appeared in the nuisance action.

    Instead of closing the building, the court may appoint a receiver to oversee use of the building
    during the abatement period. Net proceeds of any rents collected during the receivership are paid
    to the treasury of the local government unit.

  11. So you kno all the details to take situation? What about Robert Love? Did you kno some female died in a hotel room with him. Or what about the 8 Other men this one girl came in contacted with? What about the fact this was not her 1st time running away & prostitution. How about the fact young girls lie all the time about their age. Why not ask whats going on is side the home of this young girl that has her running away and selling herself? Is it maybe the fact she was a fetal alcohol baby that was adopted at the age of 2? Or is there something more?? And why was this girl still running away and continuing to sale herself. She was found in a hotel weeks after this in counter with a trick!! Sounds like entrapment to me.

  12. Nothing you're telling me makes this man sound LESS guilty, it only makes the circumstances sound even more sad and desperate and more like he was taking advantage of these vulnerable and troubled young women. Exactly what would be expected of a sex trafficker.

  13. This man and the 9 others she came into contact with this time right.. Not just this one man!! Everyone needs someone to blame but let's not look at home right?!? This girl has done this before but she is the victim? Sounds more like a pro to me.. Tying up the drug dealer who sold your young friends child drugs make you a predator and a sex trafficker? What about the 14yr old girl this girl pimped out while on the run? Now that's a victim she was taking advantage of by her own friend. If your gonna paint a pretty picture Mr.Johnny let's use all the colors.. Not just you many shades of gray!!
