Hennepin County Commissioner Linda Higgins Confirms JNS Blog List Of "Dirty Dogs Allowed To Be Here" Is Correct, Though She Didn't Use Those Exact Words, Of Course...

Within the hour on North Talk Facebook Forum, Hennepin County Comissioner Linda Higgins confirmed data compiled and published by Johnny Northside blog is correct. The data is a list of supervised Level Three Sex Offenders who are currently living in the 55411 and 55412 zip codes. These known and named dirty dogs have found "safe harbor" and have been allowed to live in our over-saturated neighborhood until, for example, neighborhood organizations file a lawsuit; a step strongly endorsed by this blog. 

However, as reported by this blog, Hennepin County has told the Minnesota Department of Corrections it will accept no more supervised Level Three Sex Offenders in those two neighborhoods; therefore we have a moratorium in all but official name. 

This moratorium continues to be...

...a tenuous and undocumented thing, its existence confirmed only by Facebook conversations which are the source of articles on this blog. Even so, this "rumor of a moratorium" appears to be the most progress North Minneapolis residents have seen upon this issue in decades. Already the question is being pointedly asked: Why only the 55411 and 55412 zip codes?

What about 55405 and 55430? These two zip codes are not primarily North Minneapolis, but do include PIECES of our neighborhood. Commenting on this matter, Linda Higgins said she will have her staff "carefully watch" these zip codes. However, from where this blog is standing, it appears residents in those areas are apparently not under the protection of the tenuous "sex offender ceasefire" covering 55411 and 55412 and MN DOC is allowed to begin packing sex offenders into those areas, negating the point of a "moratorium" (however it is called) existing in the first place. 

But with a definite list of names to work from, JNS blog is contemplating next steps. These steps will almost certainly include digging up information about individual sex offenders and the entities who are packing them like sexually-deviant sardines into my neighborhood.

  1. What about new offenders with residence within the boundaries at the time of the offense? Are they allowed to return in order to turn their lives around? Not that I think there might be more offenses committed in the future.

If we already have hundreds the fact that we wont allegedly receive a few more is well....excuse me If that somehow offers NO comfort. 100 rapists versus 150 rapists is like having 100 cancerous tumors or 150..Whoopie! NO OTHER place in this state would EVER have the amount we do. It's a slap in the face of every women and child that is the DOC is saying are less than....I bet the higher ups in the DOC have NONE living next to their women, children and Mothers. We have been thrown a tiny scrap of '' I hope they shut up now'' shit.

  5. It's not a hundred, it's like 20s and 30s at any given time. And at those numbers, even ONE LESS is progress especially to the people with children living right nearby.

  6. The fallacy here is that corrections officials are placing sex offenders in your community. With few exceptions, they are free to chhose where they want to live. Trying to place a ban on placing more offenders on the North Side is like trying to use a band- aid to repair a hole in the dike. Economics is the problem. Instead of spending so much time and effort on sex offenders, use your resources in making the North Side a better place to live you will see much of the Riff Raff leave. Broken Windows theory.....classic. Working on vacant and problem property is a start.

  10. Let us report the FACTS:
    THERE IS NO MORATORIUM

    Words directly from Hennepin County Commissioner Linda Higgins’ mouth as she posted January 7, 2014 on North Vent, as she responded to John Hoff:

    Linda Higgins: Stop putting words in my mouth. I said it wasn't accurate because the board did not take an official action to enact a moratorium. We notified the state department of corrections that we would not accept in 55411/2 any more L3SOs coming from their institutions. I believe accuracy in statements matters.


    The fact is there is no moratorium, and there is nothing that can be enforced. Saying that the County will not accept anymore L3SO has no enforcement authority.
    The county has no ability to tell a citizen that they cannot live in the city of Minneapolis. Factually to tell someone that they cannot live where they choose would currently civil rights violation as Minnesota has no restrictive laws for offenders.
    I suspect that the County Attorney would not even take legal action for violating such a moratorium as the County would lose.
    Your behavior in suggesting such a moratorium exists after being presented with factual statements is unethical, inaccurate, and could be grounds for a civil rights violation if you try to enforce it by creating civil disobedience, and continued harassment of offenders.

  11. Anon at 1:04 - an offender on supervision must live in a residence approved by the PO. PO says "No" then you got to go!
