Vacant And Unsecured Building Response: St. Paul Versus Minneapolis (Photos 3 And 4)

Officers went to 503 Asbury, hoping to catch the fleeing copper thief, but he couldn't be located. The contractor stood by to give an eyewitness identification, if necessary, like the extremely good citizen he happens to be.
There was some hope a security camera could have captured an image of the thief, but I'm not sure if that happened.
The incident must have been quite upsetting to the folks at the group home but what I wonder is this:
How did the thief know he could get inside that building and be safe?
