City of Minneapolis website illustration
A commenter on one of my posts was kind enough to submit a link to a portion of the City of Minneapolis website which explains about the various placards on buildings.
Here it is:

I think it would be fun to concoct some new ones...like inventing new ice cream flavors! Here are some suggestions:
1.) White with green specks: Fridge cleanup ordered ASAP. (Ewwwww)
2.) Icky brown: rodent and/or roach infestation.
3.) Red, white and blue: this house has a high profile, politically. Politicians might be seen talking in front of it to media. (A placard like this would go on 415 31st Ave. N.)
4.) Metallic bronze color: copper and/or aluminum have already been removed, so don't bother breaking inside. Call this number for help with your drug addiction.
5.) Hot pink: watch out for prostitutes using this house to turn tricks.
