In Light Of Level Three Sex Offender "Zip Code Moratorium" In 55411, 55412, JNS Blog Compiles And Distributes Preliminary List Of Dirty Dogs Who Are Allowed To Live Here FOR NOW, So Residents Can Patrol The Moratorium Line And Report Any Violations...

In light of the sudden and exciting development of a "moratorium" upon new SUPERVISED Level Three Sex Offenders moving to North Minneapolis and living in the 55411 and 55412 zip code, JNS blog is compiling a list of "on paper" Level Three Sex Offenders currently living in those two zip codes, the "moratorium list." (Commissioner Higgins already objecting to the use of the word "moratorium" but I insist on using the word and, indeed, it was first used by neighborhood executive director Roberta Johnson Englund on North Vent Facebook forum)  

These individuals listed below are believed to be THE ONLY ONES ALLOWED TO LIVE HERE UNDER THE SO-CALLED MORATORIUM, which is apparently nothing more than a unilateral announcement that Hennepin County won't take more supervised L3SOs in those two zip codes, like unto boxer Roberto Duran saying, "No mas. No mas." 

Under this vague moratorium/unilateral announcement/ No Mas, No Mas/ New Years cease fire I assume if L3SOs move out they're not allowed to move back? But, frankly, I have very little faith in this alleged "moratorium" and all I'm doing is looking for documentation of how soon and how egregiously it will be wholesale violated by the Minnesota Department of Corrections so I can start urging a lawsuit again. 

Having said all THAT...

Here is the list compiled by JNS blog, below. Hennepin County Commissioner Linda Higgins has promised me a better list, but I am not content to wait an hour, a day, a week or however long it takes to obtain that list when I can start counting and crunching numbers and looking for violations of the moratorium IMMEDIATELY. JNS blog has been pushing this issue HARD since about 2009; my teeth marks are all over this issue, and in light of this alleged progress this blog will document, document, document. 

If a moratorium violation takes place, I would like to know WITHIN FIVE MINUTES. So I will be needing the help of readers to "patrol the moratorium line" and let me know how soon MN DOC dumps another supervised Level Three sex offender on our besieged neighborhood. 

Therefore, concerned North Minneapolis residents are encouraged to check the MN DOC Level Three Predatory Offender search every so often, punch in the 55411 and 55412 zip codes, and compare THIS LIST BELOW with what appears on that website. 

If new names appear, DO NOT IMMEDIATELY ASSUME THIS IS A VIOLATION. For now, only SUPERVISED sex offenders represent a violation of the ceasefire...um, I mean the moratorium. 

So if you see a new name, check to see if the offender has a supervisor and is still under supervision or if they are "off paper." 
Only new "on paper" names represent violations of the moratorium. I will have a list of the "allowed names" in a moment. 

If you see a violation, contact (in order) this blogger, North Vent Facebook forum, Hennepin County Commissioner Linda Higgins, your North Minneapolis city council person, the supervising agent of the Level Three sex offender in question by email, and then commit some sort of symbolic act to let the universe know WE HAVE BEEN BETRAYED YET AGAIN, AYEEEEEEE!!!!

This is a 16 names. That's the good news. The bad news is there are 29 Level Three Sex Offenders in the 55411 zip code, so all the rest are "off paper." There is no moratorium or agreement on THOSE dirty dogs, not yet. And while 29 is a better number than mid-30s, I've seen the number fluctuate before and return to mid-30s.

Here is the current crop of "off paper" dirty dogs who are allowed to be here. When looking for new names in the 55411 zip code, first make sure it's not any of THESE guys, as follows.

The good news is those are the 6 "on paper" which is to say, supervised. The bad news is the true number, as of today, is really 12, or TWICE AS MANY.

Here are the "off paper" names in that zip code. When looking for a violation, to save yourself time first make sure it isn't any of THESE guys:

This moratorium will be violated. Our rights will be trampled. We will be crying out to our public officials yet again and JNS blog will be urging a lawsuit. JNS blog has no hope whatsoever in this weak unilateral "no mas, no mas" announcement by Hennepin County. 

But for now there is some kind of thin little line-in-the-sand by Hennepin County, so let us see if MN DOC acts accordingly. I can hardly wait to publish evidence the moratorium has been violated and say I Told You So.

  2. John, you list Herbert Ward as Off-paper but he is on-paper and the DOC Offender Locator says he is in Wright county. http://www.doc.state.mn.us/publicviewer/Inmate.asp?OID=226639

  3. I mistakenly had Herbert Ward listed TWICE. That has been corrected. I show him ON PAPER. As for your comment about Wright County, I'm not seeing evidence of that, can you link to it?

  4. OK, I found what you mean with the link you provided. The MN DOC "inmate locator" shows him in Wright County, but the Level Three Sex Offender locator shows him in North Minneapolis. I don't know if this is slight-of-hand or just some kind of typo. The question needs to be directed at our public officials.

  6. ...and the two apartment complexes on the 2000- 2100 block of Glenwood Avenue are chopped liver?
    You know, the buildings are full of sex offenders and there stands a never used seven year old swing set separating them... interesting it is 55405...not interested? It's right by the open-air drug market called PENN-WOOD Market where they like to hang out. Must be twenty in those spaces alone.

  7. I keep hearing that North Talk Facebook forum had first news of the moratorium in comments by Paul Schultz. I have scrutinized the comments in question and I see no mention of any moratorium of the kind backed by the power of a public official such as Linda Higgins.

    Paul Schulz But it's not a matter of corrections agents "conspiring" to over-concentrate L3SOs on the Northside (and on that note, there are 4 ZIPs on the Northside, or 2 and 2 1/2 ZIP codes). A number of the L3SOs will have reported that they're from the Northside at the time they go in, so they might be reuniting with relatives upon release (or anticipated to be homeless but assigned a Northside ZIP because that's where they are reportedly "from"). And there are so few landlords, shelters, or housing ANYWHERE that will take in an L3SO that there are times where Northside properties are probably the only viable option. I think it's more responsible/humane for a corrections agent to locate a place to live for an L3SO than just drop them off at Harbor Lights or assign them as "homeless 55411"- as a Northside parent I would rather someone had a place to live, even if in my "backyard". But solely using a NIMBY argument is not going to solve the perceived problem here, and as a taxpayer I would similarly prefer housing options for sex offenders as an alternative to the $40-60K annual "rent" we are being charged to incarcerate them.

    Dana Fisher Most of their victims are women and children. Of course you don't mind the hundred plus rapists in our back yard. People like you are apart of the problem.

    Paul Schulz I would argue that simple black-and-white NIMBY arguments vs looking at the bigger picture are part of the problem, Dana. Sure you can demand that the DOC quits placing SOs in North Mpls just long enough for the Northside to gentrify to the point that landlords are no longer willing to rent to them in this area, but that's probably not going to ever happen. And if you're more comfortable with an over-abundance of homeless SOs strewn about DT or squatting in Northside vacants (because, realistically, a homeless person w/o a car is not going to set up shop in the suburbs), then that's your prerogative as well. But you might be able to kill a few birds with one stone and save some money on your taxes by taking that passion and telling your officials to find a viable place, perhaps an industrial area accessible to public transit somewhere, to transition sex offenders to after release. I know it might be sacrilege to ask some members of this group to support anything that remotely sounds like affordable or supportive housing, but it's just a thought to try and help save some time and energy.

  8. I quite agree. The lack of other North Minneapolis zip codes being included besides the main TWO zip codes is a problem and an issue. I have raised this issue elsewhere and you are completely right to raise it here. Keep on raising it because it's a PROBLEM.

  10. I WOULD LIKE TO KNOW WHO ALL THESE LANDLORDS ARE THAT RENT TO THESE PEOPLE. MY GRAND DAUGHTER HAS A DISABLE CHILD AND NOT ABLE TO FIND A PLACE.WHAT UP WIT THAT?

Should get Put in a cell with a another like them self and only be let out 10 minutes a day and that the slot

  13. As of today, April 22, JNS blog is seeing evidence of a violation of this so-called moratorium in the person of Jessie Lee Garland. Questions are being directed on North Vent to County Commissioner Linda Higgins who has not yet answered.
