Troy Parker, who is running in State Senate District 58 against Bobby Joe Champion, filed a civil suit on or about May 2 against seven different business entities and (as per the persistent habit of "Crazy Town" lawyer Jill Clark) one Jane Doe.
The defendants in the case, besides Jane Doe who doesn't have an attorney, not even an invisible one, not yet, are as follows:
ABC Corporation. They don't have an attorney. What the heck is "ABC Corporation," anyway? Is this like the equivalent of "John and Jane Doe," only for a corporation?
American Family Insurance.
Crystal Collision, Inc. (Lawyer is Joan Marie Quade)
DFG Corporation. (Oh, I get it, that's the next three letters of the alphabet after "ABC." Well, here's three letters for you: WTF? As in "WTF kind of crazy lawsuit is this by a candidate for senate in District 58?)
North Suburban Towing, Inc. (Lawyer is Joan Marie Quade)
Spire Federal Credit Union. (Lawyer is Laura Lee Myslis)
Wilson Mutual. (Lawyer is Brian Michael McSherry)
And then there's another defendant, XYZ corporation. My god, how many unknown entities ganged up against poor Troy Parker and his wife, Arlynn? What kind of VAST CONSPIRACY are we talking about, here?
I do not yet have info about the facts of this lawsuit, but just looking at the list of defendants it sure looks like some kind of controversy involving a vehicle, and possibly title to the vehicle.
Currently, the lawsuit is scheduled for a motion hearing on July 11, 2012.
Seeking Info About Troy Parker, A Minor Player In Northside Politics
When I saw this civil suit on a list of Jill Clark's various cases pulled up with online court records, one of my first concerns was trying to confirm if this was the same Troy Parker running in District 58. Obviously, a lawsuit by a candidate for political office is more interesting than a lawsuit by a "shares the same name" individual.
I realized that linking Troy Parker to Arlynn C. Parker was going to be the key to confirming this is the same "running for state senate" Troy Parker with 99.999 percent probability before hitting the "publish" button.
In the course of trying to confirm Troy is married to Arlynn, I ran various searches with different search terms. I noticed Arlynn controls a corporate entity called Love's Kitchen of Soul, located at 4933 Penn Ave. N.
Hoping to get lucky and find both Troy and Arlynn listed as the owners of that address, I pulled up city property info about 4933 Penn. Ave. N. only to find...
Huh. Arlynn is the only owner listed for that property.
I quickly turned up Troy Parker's MySpace page, where he writes about living with his wife, Arlynn, (bingo!) and mentions two children. Troy doesn't acknowledge being the father of any OTHER children besides the two he lists on MySpace, though he kindly goes out of his way to mention a dog named "Ivory." I will return to this topic in a bit.
Troy Parker has been, fittingly, a minor character in this blog's news coverage, because he seldom does anything particularly noteworthy. Parker filed a fruitless challenge in the 4th Ward DFL Convention, click here for article. Linda Higgins overwhelmingly crushed Troy Parker in the DFL primary, click here. Parker's yard signs stayed around as annoying debris long after the primary, click here.
In my "clean up your yard signs" post, see previous link, I said Troy Parker was turning into a "perennial also ran." This prophesy has not yet come to pass, simply because there are only two candidates in the race at this moment, and Parker is one of them. If there were three candidates, I feel I could label him such in good conscience, but with Bobby Joe Champion's recent uncomfortably close association with an accused child killer, Troy Parker might have a 50/50 shot at public office in a race against Champion.
However, if Parker doesn't win in this race, I will present him a "virtual bouquet" of perennial flowers right here on this blog and bestow the "perennial also ran" designation upon him, to be worn forever as he predictably runs for office again and again, cluttering the neighborhood with ineffectual, unheeded yard signs.
So, yeah, Parker has been a minor player. Admittedly, I didn't know much about him.
Who Is Troy Parker? Troubling Hints
In the course of my search, I turned up a very interesting post by the Mpls Mirror called "Who Is Troy Parker" dated November 2, 2009. In my experience, 90 percent of the stuff written on the Mirror in the last couple of years is just pure crap, but every now and then (as if by accident) the crazy Mirror lady with the troubled, drug involved family writes something halfway worthwhile, such as her recent focus on neglected stories in the Somali community.
The "Who Is Troy Parker" post asks some pointed questions, based on tantalizing information leads. The article is coauthored by somebody called "RNESET," which makes sense, since it's much higher quality work than Terry Yzaguirre is usually capable of by herself.
With Troy Parker running for public office YET AGAIN, the pointed and apparently unanswered questions in the Mirror article are once again highly relevant to the political process.
However, since 2009 there have been subtle shifts in political alliances. Don Allen of the IBNN blog is loudly barking his support of Troy Parker and his opposition of Bobby Joe Champion, and now Yzaguirre is frequently seen aligning herself with Don Allen. Also, Yzaguirre and her whole Munster family (Eric, Jerome, Nicole) are all involved in lawsuits with Jill Clark as the attorney. Who is Troy Parker's attorney? Jill Clark.
All in all, this makes for a situation where the "Who Is Troy Parker" article on the Mpls Mirror website could disappear, a victim of shifting alliances. I have gone to the trouble of archiving it.
Here are relevant portions of the article asking questions about Troy Parker's background, with credit-where-credit-is-due to (shudder) the Mpls Mirror, "Who Is Troy Parker, November 2, 2009."
(The article is written in the form of questions addressed to Troy Parker)
Your website makes the claim that you've been involved in the community for over 15 years and your wife, Arlynn, has lived in the 4th Ward for over 35 years. According to our research, both of your names are linked to an address in Edina and in Brooklyn Center at the home of Arthur and Sherry Gardner...did you live with the Gardners? If so, when?
(JNS says: Pretty mild stuff, but it gets a lot better)
According to court records, a "dissolution with child" case was filed against you in 1991 by a Betty Parker. The following year you filed the same against her. The year after that, Hennepin County filed a support case on behalf of Betty Santiago. You didn't mention any previous marriages or other children on your website.
Have you been married before?
(JNS says: Oh, my, Troy didn't mention ANOTHER child. But he sure went out of his way to mention that dog, Ivory! In trying to confirm there is some kind of "solid basis" to these questions, and the questions are "more than just noise," I went hunting for the cases mentioned. The first "Dissolution with child" case is Betty Parker v. Troy Parker, 27-FA-000180245. The second case is Troy Parker v. Betty Parker, 27-FA-000188931. The support case, County of Hennepin v. Parker, Troy E. is 27-FA-000190561. There's little information in these cases, just reports of "converted documents.")
After the Star Tribune's coverage of the Ward 4 race went online, the following comment was made by Teikel. Sorry Troy, Can't blame it on race when you are arrested for domestic assault of your ex-wife, for driving your car off an auto mechanic's lot without paying for repairs...
(JNS says: Oh, my word. That sounds like it could be the background circumstances in the recently filed civil suit!)
...for pushing a cash register over towards a cashier at a fast food joint, and for stealing money from the stripper you brought to a hotel room. None of these arrests had anything to do with your race, just you being a thug - and by the way, I guess when you are in your thirties you can still be considered a young man and not responsible for your actions...
...Did I also mention, Troy, how can you represent the City when you associated with murders (sic) like Colbert and his nephew or when you chose to sue for employers like the University of Minnesota, your own union, and now your own union's benefit plan, instead of actually working like the rest of us?
We did a bit of investigation and discovered that on December of 2003, (sic) a now convicted murderer named Darryl Colbert reportedly shot a Troy Parker, friend of his nephew Mark, in Mark's 19th Avenue apartment. During Darryl Colbert's murder trial for an unrelated incident, he alleged that the dispute that ended up in a bullet wound was over a drug deal "gone bad."
(JNS says: That appears to be State v. Colbert, linked here)
Are you the Troy Parker that was shot by Darryl Colbert? If so, how would you characterize what happened between Darryl Colbert and you? Have you ever had an illegal drug problem?
...
In summary, the Mirror article also asks for explanations about the case captioned Troy Parker v. University of Minnesota, and Self-Insured/Sedgwick Claims Management Services, the decision of the Workers Compensation Court of Appeals filed June 8, 2006, affirmed without opinion.
In summary, the Mirror article asks about Tory Parker's association with MN ACORN and some kind of "tempest in a photocopier" micro-controversy about flyer distribution and content. Whatever.
This "list of questions" puts me into an interesting ethical dilemma. Normally, I don't care for "innuendo and accusation by question" in the manner of, say, hot talk radio.
However, I decided to republish this material for two reasons. First, it's already been "out there" online since 2009. Second, the fact there really are three family court cases of the type described, and one "as described" criminal case involving this "Colbert," cases that I can actually find tells me "the person who asked these pointed questions is not without some factual support."
Third reason is...Troy Parker is running for office again. And even the Mirror itself is not likely to raise these issues, now that Yzaguirre and Parker have a mutual friend in Don Allen and Yzaguirre shares a lawyer with Parker.
There are a number of interesting leads here...I might have to start digging into the criminal record of this Darryl Colbert, for example, or hoping some of these purported arrest records make their way to my inbox, hint hint.
But all in all, somebody I thought of as an inconsequential minor character looks more and more like a straight up thug, enough to make criminal defense attorney Bobby Joe Champion look relatively good in comparison.
As a voter, I am disappointed to see a race where the only two candidate choices at this point are Champion and Parker, a case of unseemly and unseemlier. However, Champion is clearly the brighter of the two bulbs. IBNN blogger Don Allen's political support has long been a "kiss of death" for a political campaign (Lenny Chism, cough cough) and therefore, if forced to choose between the two, Champion is clearly superior if for no other reason than "Champion is not so dumb as to have Don Allen in his corner."
Since I do not care for either of the two candidates, and I endorse neither of them, I would be happy to publish any (trustworthy) information making its way to me about either of them, and let the chips fall where they may.

Did you notice that the header on his website says District 59, but the content of the webpage says District 58?
ReplyDeleteI have no idea where the district divisions are, but I've heard there were some changes recently. I don't know if that could be the reason, but it certainly doesn't look good that you can look at his website and not even know where he's trying to run.
I absolutely DID notice that, but I didn't mention it in this "post in progress" because I attribute it to changes in divisions. All the same, it "looks stupid" and it sort of jumps right out at you. Less savvy voters are likely to ask "WTF?" and just assume it's Troy or somebody in his campaign who is confused.
ReplyDeleteI mean, why can't he put "58" in that upper right hand corner so nobody is confused or somehow address the confusion?
Well, I kind of doubt Troy Parker did the website himself and I think I could speculate about "who puts together idiotic looking websites and is in Troy's corner, loudly backing him," but whatever.
The 58/59 district numbering is a result of the redistricting that happened this year after the census. North Minneapolis (and parts of downtown and Bryn Mawr) used to be Senate District 58, and started out with that numbering when campaigns were underway.
ReplyDeleteAlong with some changes in senate/house boundaries came re-numbering of the districts. The old 58 is now 59. Even the DFL senate district website for 59 has kept its old url for the time being, www.58dfl.org is a bit confusing.
I've never been impressed with Parker as a candidate, but don't see the 58/59 issue as something that's his fault.
I totally agree that it's not his fault that the districts changed. He does, however, need to clarify his website. Look at this blog, you go to the homepage and you can see EXACTLY what it's about in a clear, concise way. It states the location and intent of the website. Bam, there it is!
ReplyDeleteI don't mean to pick apart someone's campaign with something so trivial as this, I just found it confusing and funny at the same time. After I left the comment I looked up the districts and realized that the recent changes indeed caused the confusion.
Reading this post in progress is fun! I keep coming back to refresh and getting a little more. It's like watching a TV show, except instead of having to wait another week to find out what happens next, you only have to check back in an hour or two!
Folwell Neighbor,
ReplyDeleteSorry, you may want to read from the beginning. I had to insert some material in the middle that I turned up in my digging. But now it's in final form.
To Hawkman,
ReplyDeleteYES, the redistricting is not his fault, but YES, it's his fault that his website is going to CONFUSE THE HECK out of any voter not savvy enough to understand the redistricting changes, since it says 59 at the top and 58 in the middle. It's Lenny's job to make himself clear and understood, not to throw crap out there and in effect tell the voter, "Here, you figure it out."
If you've never been impressed with Parker BEFORE, go back and read this entire post. You'll be even more "not impressed," I think.
Oh, my.
ReplyDeleteThere's something to the "Troy Parker versus his union" question, too, here's the case.

There are actually two other "Troy Parker" cases where I can't confirm it's the same Troy Parker, but it's Hennepin County and the Troy Parker in question is fro the 55430 zip code.
There is a Troy Parker who was the half owner of an establishment named Fat Boys Bar And Grill, an establishment that was the subject of some news coverage surrounding fines for a liquor sale violation.
ReplyDeletehttp://archives.ecmpublishers.info/2010/11/05/east-bethel-bar-fined-by-city-for-liquor-sales-tax-delinquency/
Unknown if this is the same Troy Parker. There was one minor civil case that shows up in online court records and links the name "Troy Parker" with Fat Boys Bar and Grill.
This case is still open, and it appears to be "our" Troy Parker, this time suing a seafood restaurant. This is one "sue everybody all the time" SOB, that's for sure.
