(REVISED POST) Make That THREE Sex Offenders In One Building At 2226 Glenwood Ave, Five On One Block...

Acting on some information which came my way following a plea for the specific addresses of all Level Three sex offenders in North Minneapolis, I went to a block where supposedly five of them live. It is the 2200 block of Glenwood Ave.

My information said the names of two offenders were visible on the mailbox for 2226 Glenwood Ave, namely Richard Carpenter and Gerald Allen Buffet, both notoriously sick puppies.

Standing on the sidewalk with a telephoto lens, I could see the name "Buffet" because the letters were big enough to spot, but I could not see the name "Richard Carpenter" from the street. However, the information about both Carpenter and Buffet living at the same address was creditable and could be partially confirmed because Buffet's name was visible from the sidewalk. (Further information was received after this post was written indicating THREE Level Three sex offenders live at that house)

There are a total of five Level Three sex offenders, all on that same block...

There is an apartment building full of children on that block. Jordan "super citizen" Megan Goodmundson spoke to a teenager at the apartment complex, who informed us the residents were well aware of offenders living on the block, and had seen "teenage girls" going into the house at 2226 Glenwood. It was suspected drug dealing might take place on those premises, according to this resident. Two children's bikes were visible in the yard of the house right next to where the two sex offenders live. (It is not confirmed whether, in fact, three may live there...some further info is still being developed)

The house at 2226 Glenwood Ave. is owned by Anthony Zucker of Anthony R E Holdings Llc 4829 Minnetonka Blvd #203 St Louis Park Mn 55416. So far, the only information I've been able to turn up about Anthony Zucker is his association with 523 Morgan Ave. N., a tax forfeited property in the Harrison Neighborhood which he apparently acquired for $6,000, click here for more info.

I'd certainly be happy to receive more info about Anthony Zucker, and Anthony RE Holdings LLC.

ADDENDUM AND CORRECTION: Reliable information has come my way that a third Level Three sex offender lives at the same address, though I am unable to verify the name. I suspect it may be Michael Leon Dawson since I have reliable information the name "Dawson" is on the porch mailbox.

In light of the fact THREE rather than TWO sex offenders apparently live at the address, I have revised the headline of this post and the text accordingly.

ADDENDUM: March 21, 2010. A reliable source has told me the third sex offender in the house is, in fact, Rickey Harris, click here for his info.

Yet Another Shooting At The Notorious Hawthorn (Sic) Crossings Strip Mall From Hell...

Today word came by phone from a friend who told me of police and crime scene tape on Bryant Ave. N. and West Broadway Ave, the very spot which had been taped up after the murder of Haywood Eaton not so long ago, click here. By the time I got there only a single remnant of the tape remained, but I know that street well enough to realize the tape was fresh, not leftover from the previous shooting.

No information could be obtained from bystanders--heck, I walked into one store and nobody seemed to actually be there working, even when I yelled "HELLOOOOOOOOOOOO." I could have walked off with a new pair of shoes but, well, I didn't and (for the record) I prefer used shoes from the Salvation Army. More environmental, you know.

Tonight I managed to find out from the Star Tribune what happened at Broadway and Bryant Ave. N.

"A man was shot at least once in the back in Minneapolis about 1 p.m. Sunday at Broadway Avenue W. and Bryant Avenue. The man, who is in his 20s, suffered a non-life-threatening injury, said Minneapolis spokesman Sgt. William Palmer. The victim did not provide suspect information, Palmer said. The motive is unknown."

This comes just a day after I posted the incredible 911 data for that area, click here. What's really amazing is how few calls there actually are. If a person sat and watched from a concealed vantage point and just called 911 over and over, it would be possible to rack up--by my reckoning--about ten times the calls. But the area is so full of thugs and dubious doubtful so-called businesses, there really isn't a good observation point like that.

Some places you want to make a plea for more police, but in the case of Hawthorn (sic) Crossings, you have to wonder if, really, maybe what we need are National Guard troops.

City County Federal Credit Union...A Scary ATM Location On West Broadway

First of all, City County Federal Credit Union at 1101 West Broadway Ave. deserves kudos for taking a bit of a risk and opening a branch office in a freshly-renovated building. I hear it's a great place to bank, though by force of habit I stick with TCF. However, one of my friends who banks there swears she will never use the ATM without somebody else backing her up and looking over her shoulder.

A couple nights ago my friend...

...asked me to get out of the car and withdraw money for her, since the night was especially dark and scary. While I was at the ATM, wouldn't you know it...some guy walked up and stopped about fifteen feet away, giving me a little head jerk and a meaningful look. I know that look. It's the "Let's Make A Deal" look.

I calmly withdrew the money, got in my friend's car...and the guy walked away.

Clearly, he wasn't there to wait in line to use the ATM himself, since he walked the other way. No, I figure it was probably somebody trying to sell dope. The ATM location at 1101 West Broadway is great for that kind of thing...go there and withdraw money, and soon enough somebody see if you want to spend that money on the spot. A massive area of West Broadway is hostage to the dope dealing and lawlessness which emanates like swamp gas from Hawthorn (sic) Crossings strip mall and the crappy buildings across the street on the "900" block. Even 1101 West Broadway is in that shadow of lawlessness, though it's two blocks away.

So that night I made yet another 911 call. Sigh. It used to be more fun to make 911 calls, and now it's as routine and tedious as flushing the toilet. But, geez, you still have to flush.

Good Sports Bar And Grill Has Wireless Internet!

Good Sports Bar and Grill--which recently featured a "Jim Wentzell Day" celebration of revitalization and neighborhood volunteerism--just recently got their wireless internet up and running. The way it happened, actually, I was at the bar eating chicken wings with Jordan Neighborhood "super citizen" Megan Goodmundson and I was all, like, do you guys have wireless internet here at Good Sports?

The question ended up sparking a telephone conversation with their internet service provider. In no time at all, wireless internet was accessible with a password and the signal had been renamed after the bar instead of some kind of alpha-numeric lable. The first website to come up on the new, speedy, accessible internet signal was, of course, JOHNNY NORTHSIDE DOT COM.

Yes, it's true Minneapolis has wireless internet everywhere, and you can get it if you subscribe for a low monthly fee. Well, I find their signal slow and frustrating. There, I said it, and let the chips fall where they may...hopefully right next to my delicious chicken wings at Good Sports bar and grill.

West Broadway Continues To Be Blighted By "Friedman's Butt Glass"

Why is it called "butt glass?" Because it's BUTT UGLY. Also, Freidman's managed to access grant money for facade improvement and did actually improve their facade. They improved it BUT!!!! for the glass. Are they just sentimental about yellowed, cloudy Plexiglass festooned with stickers?

Oh, the horror. And I've seen some horrible things in my life. I've seen...

...a pile of dead, snake-like lamprey, all frozen into a large chunk. I've worked on a military psychiatric ward and stared into the eyes of madmen. I'm the author of two books on the subject of dumpster diving, so you can bet I've gazed upon some horrible, rotten stuff. And just today I saw a house where at least three Level Three sex offenders live--right next to a house with two children's bikes in the yard--and that was a terrible sight to behold.

But all these ghastly spectacles shrink and pale in comparison to the sight of the increasingly-infamous Friedman butt glass. So awful is this spectacle that I will be forced to cry out against it at regular intervals, until it finally changes. The horror, the horror...

JNS Exclusive: Linda Higgins Wins Unanimous Endorsement!

State Senator Linda Higgins, endorsed by this blog, has won the Senate district 58 endorsement by unanimous consent. The tally really was 68.5% to 31.5% after the first ballot. But in a classy move, challenger Raymond Dehn withdrew from contention and made a motion for unanimous consent. That procedure is in the video above. Also shown above, I took the high ground and placed Higgins signs on top of each mound of snow outside the convention at North High.

Although I felt that Linda Higgins has been doing a fine job and no challenger was necessary, I will second her comments and applaud Mr. Dehn for the way he ran his campaign. He consistently contributes to our community and I hope he and others like him continue to be a part of the public discourse.

Incredible, Epic Numbers of 911 Calls On the "900" And "1000" Block Of West Broadway, Here They All Are...

So just the other night I was with a friend trying to buy a shamrock shake at Hawthorn (sic) Crossings strip mall, but that didn't work because McDonalds shuts down their shake machine late at night. How stupid is THAT? I mean, hey, shamrocks are supposed to be lucky, and we weren't feeling lucky that night.

But a couple women got lucky in the car ahead of us, as a small hand-to-hand exchange went down even as we sat there and watched. So brazen was the exchange it was like--WHO CARES if somebody in the car behind is watching? Hey, this is Hawthorn (sic) Crossings. Drug deals happen here all the time.

A call to 911 didn't produce much help--dealer and customer were gone, the customer with Big Macs for those inevitable munchies. But it got me thinking, wondering if I could get the 911 information on that whole block as easily as it turned up for the Olympic Cafe.

Well, I sure did get lucky...

I'm going to toss up all the info. There's no commentary at the end, I'm just putting up the info so the sheer epic magnitude of it can be grasped. Please ask yourself what is the COST TO THE TAXPAYERS of these two blocks, with their constant crime? Whatever it is, I'm sure there aren't enough tax dollars being generated on shamrock shakes and the sale of used clothing items, not enough to make up for the cost of all those police resources.

Kenneth Anthony Hughes, A Level Three Sex Offender, Resides At 3519 Irving Ave. N.

In response to my ongoing plea "to the universe" for specific address information about Level Three sex offenders (L3SO's) in North Minneapolis, I received information from an anonymous North Minneapolis resident, which I then managed to confirm by "eyeballing" the address from the sidewalk and zooming on the mailbox with a telephoto lens...

Kenneth Anthony Hughes is a sick puppy whose victims are female, and range from "age 8 to adult." He has been known to "use a weapon to gain compliance." Click here for Minnesota Department of Corrections website info.

The address in question is appears to be owned by a Diane K. Von Eschen, though both Von Eschen and Hughes are listed as taxpayers on the property, click here for info from the Minneapolis city property site. Both the names of Von Eschen and Hughes are visible from the sidewalk.

Though somewhat informative, the Department of Corrections website lacks the detail of the state court record website, which contains the dirty laundry list for Mr. Hughes, as follows:

Closing In Upon Level Three Sex Offender Addresses In North Minneapolis...

Ever since this blog announced a mission of finding THE SPECIFIC ADDRESSES NOT JUST BLOCK NUMBERS of every Level Three sex offender in North Minneapolis, and publishing those addresses, and then systematically going after the slum-of-the-slum landlords who assist in stockpiling this "deviant reserve force" in North Minneapolis, information and substantive discussion has been flowing this-a-way to Johnny Northside bloggy blog world...

Some of this information comes by emails, some of it is taking place on the Minneapolis Issues List, but in all ways the details are being gradually filled in. I believe I will either get those addresses ONE BY ONE, the hard way, or (and this is what I'm really hoping for) somebody inside the system will just kick 'em my way anonymously.

Consider that a tempting solicitation. You know who you are, and you know these sick puppies should be locked up for life at the facility in Moose Lake. Help ME to help YOU help SOCIETY.

In the meantime, three pieces of information have come my way which are very interesting, and can be summarized as follows:

First, there is a common belief--and I can't actually verify it as fact--that South Minneapolis used to have a much larger number of Level Three sex offenders, but allegedly their numbers have dropped in recent years. Right now, it appears the 55407 zip code has 7 sex offenders. Compare to the number for 55411, which has--I assert--20. (Nineteen of them are on the state website, one is being moved in, click here for more info)

In recent years, South Minneapolis has become more affluent. So it makes sense their numbers of Level Three sex offenders would drop, since deviants dumping tend to accumulate in poor, vulnerable neighborhoods. This is an emerging issue on a national scale in neighborhoods like North Minneapolis.

But now North Minneapolis is changing, and super-involved citizens are waking up to the realization we deserve no more and no less than other neighborhoods. For too long, North Minneapolis has shouldered this unspeakable burden. It is now time for this burden to be shifted away and for the city wards of North Minneapolis (5, 4, and part of 3) to look more like Ward 9 in terms of sex offender distribution.

Second, somebody gave me a great map, click here, which shows the location of all the L3SOs in our neck of the woods. Wow, lots of little blue upside-down teardrop tabby things right there on Golden Valley Road! I sure am interested in the specific address of that facility. Anyone? Anyone? Bueller?


The third piece of information I obtained comes right off the Minneapolis Issues List, and it's a breakdown by zip code with a comparison to the zip code of Jordan Kuschner, a prominent and ultra-liberal civil rights attorney. (For the record, I like many of the things Kuschner is doing and I personally respect the man)

Here's that interesting discussion about sex offender distribution by zip code, as follows, with credit to South Minneapolis activist Barbara Lickness:

I worked on the issue regarding concentration of "well, you name it" during the past 20 years in a few selected neighborhoods in Minneapolis. One of them was the concentration of registered sex offenders.

I went to the DOC web-site curious to see how many zip codes in Minneapolis had level 3 registered sex offenders living in them. I checked 12 zip codes in Minneapolis in addition to the zip code Jordan lives in. Here were my results:

55427 - Jordan Kuschner's zip code. 0 registered sex offenders living there

Minneapolis zip codes

55401 - 0
55402 - 0
55403 - 11 - 1 in Loring Park. The remainder registered from Salvation Army shelter or homeless in the vacinity of the Salvation Army shelter.
55404 - 8 1 in Elliot Park, 2 in Phillips West on same block, 1 Whittier, 1 Midtown Phillips and 1 homeless. (My guess is the homeless one is registering from St. Stephens shelter)
55405 - 10 - All but 2 at the same address on Glenwood in Harrison
55406 - 0
55407 - 7 Most in Midtown and East Phillips. 1 in Corcoran 2 in Midtown are registered on the infamous block of 26th and 13th. There is a long and sordid story about this address. It is 1/2 block from a city park and school.
55408 - 3 Whittier
55409 - 1 Kingfield
55410 - 0
55411 - 19 (Note: JNS blog asserts the number is 20, click here for more info)
55412 - 6
55413 - 3 - 2 at the same address (JNS blog says, oh, that ain't good)
55414 - 0
55415 - 11 All registering homeless. My guess is from one of the downtown shelters

From my math there are 81 total. 32 are either in downtown shelters or registering homeless from a downtown zip code. 48 are living in impacted neighborhoods. That leaves 11 that reside in zip codes that are in neighborhoods not considered impacted. 7 zip codes in Minneapolis have no registered sex offenders living in them.

Anyway, there you have it. Back to Olympic skating.

More Details About The Arrest Of Edmund Joseph Neal At 2915 6th St. N.

Local news media had an informative story about the arrest of sick puppy Edmund Joseph Neal, who turned out to be in possession of child pornography which he had created himself, click here for the article.

However, the mainstream media left out three details, two of which I'd like to fill in.

First, the specific address, which was 2915 6th St. N....

I believe this kind of specificity with addresses is needed by folks in the neighborhood, and it's one reason I've announced a mission of getting the SPECIFIC address of every Level 3 sex offender in North Minneapolis. 

In any case, I know this address at 2915 6th St. N. I lived right up the street from there when I owned 3016 6th St. N. This is a nondescript little house which sits so near Farview Park that you could probably sit on the front porch and hear the Hawthorne Neighborhood Council having a board meeting. Confusingly, it appears this Neal still uses 2915 6th St. N. as his address, but the facts in the story appear to suggest somebody who used to live at the address came into possession of the flash drive and turned it over to the police. The owner of the house--who is not implicated in this matter--is NOT Edmund Neal.

Anyway, here is the criminal complaint from the Hennepin County prosecutor's website, click here. The mainstream media story about this guy didn't go into much detail but, well, I've decided my blog doesn't need to go into detail, either. Suffice to say this sick puppy needs to be locked away in a cage for a long time.

Calls for Service to Olympic Cafe

Today I was given a report of the calls for service at the Olympic Cafe at 923 W Broadway Avenue. The Olympic Cafe is requesting permission to stay open until 3 a.m. The Hawthorne Neighborhood Council and the Old Highland neighborhood group have both opposed this ludicrous move.

ADDENDUM: The Chair of the Old Highland Neighborhood Association has posted a comment regarding the statement above. That association has not taken an official stand on the issue. The more formally recognized neighborhood group, NRRC, has at this time, opposed the extended hours.

From the January 1, 2009 through February 17, 2010, there have been twenty-two calls for service, listed below...

The incidents are described with a date/time, then the problem, then the disposition.

My first thought upon reading this list was, "Hey, 22 calls for service in a year, maybe that's not so bad." My next thought was, "THAT'S BECAUSE THEY WEREN'T OPEN UNTIL 3 A.M.!!!"

A Light of Hope for the Sheltering Arms House

This blog has identified a property owned by the city at 2648 Emerson Ave N and has been advocating for its rehabilitation and against demolition. (click here, here, here, and here for the story) I just received word from a credible source that the Historic Preservation Commission has flagged the Sheltering Arms House as "potentially historic." The Historic Preservation Commission apparently has also recommended rehabilitating the building, although it's not clear in what capacity that recommendation was made (a member voicing an opinion vs. a formal decision by the commission, for instance).

The salvation of this property is not yet guaranteed, but what this news means is...

...that there will be a more formal process if a demolition permit is sought by the city. The HPC will review the permit in the same way they review all such permits. The Historic Preservation Ordinance lays out this criteria in a format available online. Go to title 23, chapter 599, article VII, or read the relevant section below:

"99.450. Identification of historic resources. The planning director shall identify properties that are believed to meet at least one of the criteria for designation contained in section 599.210, but that have not been designated. In determining whether a property is an historic resource, the planning director may refer to building permits and other property information regularly maintained by the director of inspections, property inventories prepared by or directed to be prepared by the planning director, observations of the property by the planning director or any other source of information reasonably believed to be relevant to such determination. (2001-Or-029, § 1, 3-2-01)

"599.460. Review of demolitions. The planning director shall review all building permit applications that meet the definition for demolition to determine whether the affected property is an historic resource. If the planning director determines that the property is not an historic resource, the building permit shall be approved. If the planning director determines that the property is an historic resource, the building permit shall not be issued without review and approval by the commission following a public hearing as provided in section 599.170. (2001-Or-029, § 1, 3-2-01; 2009-Or-023, § 13, 3-27-2009)

"599.470. Application for demolition of historic resource. An application for demolition of an historic resource shall be filed on a form approved by the planning director and shall be accompanied by all required supporting information, as specified in section 599.160. (2001-Or-029, § 1, 3-2-01)

"599.480. Commission decision. (a) In general. If the commission determines that the property is not an historic resource, the commission shall approve the demolition permit. If the commission determines that the property is an historic resource, the commission shall deny the demolition permit and direct the planning director to prepare or cause to be prepared a designation study of the property, as provided in section 599.230, or shall approve the demolition permit as provided in this section.

"(b) Destruction of historic resource. Before approving the demolition of a property determined to be an historic resource, the commission shall make findings that the demolition is necessary to correct an unsafe or dangerous condition on the property, or that there are no reasonable alternatives to the demolition. In determining whether reasonable alternatives exist, the commission shall consider, but not be limited to, the significance of the property, the integrity of the property and the economic value or usefulness of the existing structure, including its current use, costs of renovation and feasible alternative uses. The commission may delay a final decision for up to one hundred eighty (180) days to allow parties interested in preserving the historic resource a reasonable opportunity to act to protect it.

"(c) Mitigation plan. The commission may require a mitigation plan as a condition of any approval for demolition of an historic resource. Such plan may include the documentation of the property by measured drawings, photographic recording, historical research or other means appropriate to the significance of the property. Such plan also may include the salvage and preservation of specified building materials, architectural details, ornaments, fixtures and similar items for use in restoration elsewhere.

"(d) Demolition delay. The commission may stay the release of the building, wrecking or demolition permit for up to one hundred eighty (180) days as a condition of approval for a demolition of an historic resource if the resource has been found to contribute to a potential historic district to allow parties interested in preserving the historic resource a reasonable opportunity to act to protect it. The release of the permit may be allowed for emergency exception as required in section 599.50(b). (2001-Or-029, § 1, 3-2-01; 2009-Or-023, § 14, 3-27-2009)"

More seasoned preservationists, please feel free to put that into regular English for the rest of us. But what I take from that section is that if the property is deemed a historic resource, then a public hearing must be held before a demolition permit can be granted. Connie Nompelis was kind enough to post and expand upon the designation criteria and the nomination criteria on the Historic Preservation forum.

We're not out of the woods yet in terms of saving this house, but we're a big step closer.
