I wrote previously about the "shot across the bow" letter written by the chair of the Hennepin County Board of Commissioners, click here. The letter was on the subject of outrageous Level Three sex offender concentration in Hennepin County, particularly North Minneapolis, particularly certain BLOCKS of North Minneapolis which have more L3SOs than, for example, three Minnesota counties put together.

Well, it turns out there was a reply to the letter on June 12, 2013. A copy was provided to me by Linda Higgins at the recent community town hall on sex offender concentration, which has received extensive media coverage, click here.  The letter, which is carefully and politely worded, could be summarized as follows:

The Minnesota Department of Corrections isn't doing anything wrong by stacking perverts in North Minneapolis as thick as cordwood. Decorum requires me to respond politely to your letter but you know and I know you can go jump in a lake. Go ahead and sue me. It's not like we don't have plenty of lawyers, some of which obviously drafted this letter and cited a whole bunch of case law and studies to impress you and make you think we can get away with this outrage, which history shows we continue to get away with.

A recent blog post I wrote about a "conduct crackdown" on landlords in the Fourth Precinct has proved surprisingly popular with a number of my readers. Unfortunately, the letter document was sent to me as an image, not a PDF, and proved difficult to link through Google docs.

Anselmo Flores-Barcenas is accused in a criminal complaint of molesting his daughter, now age 16, back when she was 14 years old. Click here for a copy of the criminal complaint.

At the time the complaint was issued, Flores-Barcenas was not in custody and apparently fled the state to avoid the charges. However, it appears he was arrested in Chicago and extradited. His home of record in Chicago is 2556 West Diversey.

According to the criminal complaint, Anselmo molested his daughter and also sent her a pictures of his erect penis.

It is unknown where this incident took place but lately I've been wanting to document...

...the strong connection between people originally from Chicago (and greater Chicago) and crime in our state of Minnesota.

Most decent people I talk to are sick of it and wish the criminal class would all go the hell back to Chicago. What on earth is drawing them here?

Anselmo is currently held on a quarter of a million dollars bail. This is not the first time he's been accused of molestation. In fact, the criminal complaint states the molestation of the daughter let up when he started molesting a niece.

Derry Darnell Evans is, according to a criminal complaint filed by the Hennepin County Attorney, click here, much worse than an ordinary Northside criminal. This guy allegedly burglarized his female COUSIN. Most Northside criminals have the decency to rob and burglarize people who aren't their own blood relatives.

After the burglary, Evans and the cousin kept having verbal altercations on the subject of the burglary. See, that's the problem with robbing a relative. You'll keep running into them.

So Evans allegedly decided it was time for his cousin to shut up about the burglary. According to the criminal complaint, Evans was a passenger in a tan Tahoe van, license plate 179 HCV, and this van pulled up right beside the cousin on James Avenue North...

Accused Perv Roger Miceli-Gonzalez Scheduled To Be Tested Like A Captured Alien, Unknown If Electrodes Will Be Hooked Up To His Junk...

Roger Miceili-Gonzalez, who is accused of perving on two young boys in North Minneapolis, is reportedly scheduled to be "tested" for mental capacity prior to any charges being filed. For now, it appears Roger will remain at the Hennepin County Jail. I am told even the court dates showing on the jail roster are, more or less, placeholder dates pending the completion of testing.

As reported earlier on JNS blog, Roger has been under guardianship since 2007. His excuse when questioned by the police was the boys, 9 and 11, had put porno on his phone. Clearly, this man is not playing with a full deck.

JNS blog notes that, while it may have been possible for Roger to dodge three or four neighbors in hot pursuit, however briefly, nobody gets away from the alien rectal probe. And those shrinks who work for Department of Corrections?

They have the probe, Roger.

According to information from some good citizen in the neighborhood, which was forwarded to me by email, this morning there was a possible gas leak at 2401 Ilion Ave. N., the location of a recent homicide reported extensively here on JNS blog. The Minneapolis fire department and emergency crews from Centerpoint Energy and Xcel responded. JNS believes MPD was probably on the scene as well though that fact was not reported to me.

The house is reportedly empty since the arrest of the leaseholders after the recent homicide incident. One citizen, speaking well for all of us, wrote as follows:

Larry "Maximum" Maxwell, who was sent to prison for 18 counts related to a Northside mortgage fraud (click here for a somewhat comprehensive list of articles from this blog) was recently moved to the Steele County Jail due to prison overcrowding.

The Minnesota Department of Corrections Victim Assistance Program has "assured" Larry Maxwell's victims that he will not be released until April 22, 2020, but this odd and sudden shuffling of prisoners has left Maxwell's victims feeling less than secure in such assurances.

The Steele County Jail is in Owatonna, Minnesota. It is a lovely town with a number of well-preserved historical buildings, none of which Larry Maxwell will see unless there is some kind of view from the jail.

A number of mainstream media outlets reported on a community meeting that took place about a month ago on the issue of citizen outrage over Level Three Sex Offender concentration in North Minneapolis, click here for an example of the media coverage.

The highlight of the meeting may have been the moment when Jordan Neighborhood resident Dave Haddy, who (along with his wife) is the father of a young child, read a position paper summarizing the concentration problem with hard data. The data was compiled by Denny Wagner, who is the Jordan Area Community Council (JACC) go-to guy on this issue.

In a surprising development, this blog can report the number of sex offenders in the 55411 zip code has miraculously decreased from an apparent all-time high of 36 to a total of 32. This is still a ridiculously high number, but today is the first time EVER I can report actual progress on the overall numbers issue since 2008 when I first started beating this issue.

Word reaches JNS blog that letters have gone around to all the licensed rental properties in the Fourth Precinct, stating that a crackdown will begin July 19 on rental property, with particular emphasis upon "conduct on premises" provisions.

Not that I'm complaining.

If officers of the Fourth Precinct would like a road map to bad behavior on Northside rental properties, they could use JNS blog. For the past several years, I have made a constant practice of determining the addresses of criminal suspects, then scrutinizing the properties where they live and making connections to the slumlord class.

State Court Of Appeals Allows Enforcement Of $849,000 Judgment During "Too Little, Too Late" Appeal From "Imposter Foster" Identity Theft And Fraud Case...

Just to briefly recap a rather complex story, here...

John Foster, the mild-mannered delivery truck driver whose identity was stolen as part of a mortgage fraud at 1564 Hillside Ave. N. won a judgment of $849,000 and change, a development this blogger reported with considerable glee back in March. 

The other side didn't even show up in court to fight the lawsuit, apparently deciding a "head in the sand like the myths about ostriches" defense was in their best bet. Despite not showing up to fight the lawsuit (though mortgage fraud participant Trent Bowman was apparently in the court room as a spectator) one of the defendants filed an appeal after the district court judgment. This blog has characterized the appeal as a "too little, too late" eleventh hour attempt.

Now there has been a ruling from the State Court of Appeals in regard to the "too little, too late" appeal attempt. Click here for a copy of their recent ruling, which must surely be fair because it is bound to make both sides rather unhappy...

Before writing this article, I found it prudent to wait for 100 percent confirmation that Arnong Rajvong, a Northside shooting victim, was one and the same with Arnong Rajvong, convicted thief. Confirmation came in the form of an article published by Channel 5 which featured a contributed photo of Rajvong. 

This photo allowed me to match Rajvong's face with her mug shots and then determine the MNCIS record was almost certainly the same woman.

In fact, if you search "Arnong Rajvong" on Google, two things pop up:

Articles about her death and her mug shots from two arrests.

Deontray Vashon Tate is accused in a triple shooting that injured two men and a four-year-old boy. To the credit of Tate, he is either a terrible marksman or wasn't actually trying to kill anybody. According to the criminal complaint, click here, Tate hit all four victims in the lower body. One media outlet is reporting the child needed surgery to realign his leg bones. 

The argument which led to the shooting was reportedly sparked by the mother of the 4-year-old boy, described as the wife of one of the shooting victims. In two previous blog posts, I wrote about Rick Clark Briggs.

Briggs was charged with rape by the Hennepin County Attorney. And then the charges were abruptly dropped. This blogger dutifully reported the surprising--even shocking--"about face" by the County Attorney's office. This rarely if ever happens. I can't think of a single other example, at least not when it comes to stories I have reported.

Now, incredibly, a conversation is taking place in the comments of this blog between a commenter purporting to be the alleged victim, and another commenter purporting to be Rick Clark Briggs. Some others have jumped in, too, but there appear to be two main "voices" having this conversation.

Kevin M. Braziel, whose name was not revealed in the mass media until after he died some two weeks after being shot on West Broadway near Olympic Cafe Plus, had an extensive criminal record. Yesterday, according to the father of one of the young boys in question, a creepy dude tried to molest his son and another boy, ages 10 and 11. Northside neighbors spontaneously formed a posse and assisted in keeping the fleeing suspect under observation until police could capture him. The individual in question has been identified by this blogger as Roger NMN Miceli-Gonzalez, currently held with no bail on a charge of criminal sexual conduct.

Here are the details according to the father of the 11-year-old boy, whose name is not being revealed by JNS blog. I will say, however, the father is part of the circle of people in North Minneapolis variously labeled "decent people," "good citizens," and/or "Northside neighborhood revitalizers." An injury to such a person or his family will be answered with fury by this blog...

Well, that record didn't stand very long, did it? As of today, there are THIRTY-SIX. Happy Fourth of July, North Minneapolis.

JNS blog had a wee bit of doubt whether 3222 Bryant Ave. N., owned by Harbour Portfolio VI LP was the house where a 10-year-old boy was found hanged. But I have now been able to compare photos of the house to the news coverage.

There is no doubt this is the house. It is owned by the mysterious and increasingly dubious "Harbour Portfolio VI LP."

Harbour Portfolio VI LP is an entity that buys up "distressed property" but, as touched upon in an article written in November of last year, this business entity has almost as many issues as the distressed properties themselves.

According to this article, click here, it was a neighbor who lives directly across the alley who found the boy hanging on the clothesline. That neighbor, Ethel Bonner, lives at 3219 Aldrich Ave. N. 

Attached is a screen shot of her house and a house with major issues across the alley. Maybe this can help...

JNS blog is grateful for the info. I have still not been able to pinpoint the house with 100 percent accuracy because, for one thing, as of last night there is no crime scene tape and no memorial at the spot. This blog does not encourage "street memorials," but they do sometimes help pinpoint locations where incidents happen. I continue to believe, with 95 percent certainty, the house where this tragic and bizarre event happened is 3222 Bryant Ave. N. which is the only condemned and vacant building on the 3200 block of Bryant Ave. N.

If this death was not an accident, then this blog is less inclined to suspect the child's unknown neighborhood playmates than to consider, with dark suspicion, the overwhelming number of Level Three Sex Offenders who have been dumped in our neighborhood.
