In light of the sudden and exciting development of a "moratorium" upon new SUPERVISED Level Three Sex Offenders moving to North Minneapolis and living in the 55411 and 55412 zip code, JNS blog is compiling a list of "on paper" Level Three Sex Offenders currently living in those two zip codes, the "moratorium list." (Commissioner Higgins already objecting to the use of the word "moratorium" but I insist on using the word and, indeed, it was first used by neighborhood executive director Roberta Johnson Englund on North Vent Facebook forum)
These individuals listed below are believed to be THE ONLY ONES ALLOWED TO LIVE HERE UNDER THE SO-CALLED MORATORIUM, which is apparently nothing more than a unilateral announcement that Hennepin County won't take more supervised L3SOs in those two zip codes, like unto boxer Roberto Duran saying, "No mas. No mas."
Under this vague moratorium/unilateral announcement/ No Mas, No Mas/ New Years cease fire I assume if L3SOs move out they're not allowed to move back? But, frankly, I have very little faith in this alleged "moratorium" and all I'm doing is looking for documentation of how soon and how egregiously it will be wholesale violated by the Minnesota Department of Corrections so I can start urging a lawsuit again.
