A Legacy Of Ideas 

Before this blog retires in June of 2015, I hope to leave behind a legacy of editorials. Normally, I prefer to write facts and maybe squeeze in an editorial comment here and there. I feel that's a more effective way of writing. 

But there will be fact-laden criminal complaints to write about until the moment I hang up my bloggy spurs. So if I don't pause from writing up facts to write up some of my ideas in editorials, well, these ideas just won't get written because after blogging it's going to be the writing of novels, baby...

I know the names of Level Three Sex Offenders in my neighborhood so well that when I'm searching the jail roster for murder suspects (LOTS of murder the past week or so!) those names jump right out at me.

It was back in April of 2013 when I spotted the name "Lavelle R. Bible" on the jail roster. He was charged with failing to register as a predatory offender and thanks to Bible's distinctive name I remembered, hey, that's one of the Level Three Sex Offenders who lives in North Minneapolis.

Funny how "Lavelle" is his name and "Level Three" is his title. Maybe he should change his middle name to "Three" instead of "Rossell?"

Readers of JNS blog are aware of how the hot issue of Level Three Sex Offender concentration in North Minneapolis, which became even hotter lately when Hennepin County Commissioner Linda Higgins announced on Facebook that Hennepin County was refusing placement of anymore supervised L3SOs in the 55411 and 55412 zip code. Peter Rickmyer, a Level Three Sex Offender in North Minneapolis who, incredibly, has been wanted on a "non-extraditable" warrant out of Oklahoma County, Oklahoma since the early 1990s for a lewd and terrible thing he did THERE, continues to file stuff in federal court while decent people await a ruling on whether Rickmyer is a frivolous litigant IN FEDERAL COURT.

Rickmyer, (and did I mention he's wanted on a warrant in Oklahoma?) has already been declared a "Rule 9" frivolous litigant in Hennepin County District Court. But that didn't stop Rickmyer from filing in federal court.

I wrote previously about the "shot across the bow" letter written by the chair of the Hennepin County Board of Commissioners, click here. The letter was on the subject of outrageous Level Three sex offender concentration in Hennepin County, particularly North Minneapolis, particularly certain BLOCKS of North Minneapolis which have more L3SOs than, for example, three Minnesota counties put together.

Well, it turns out there was a reply to the letter on June 12, 2013. A copy was provided to me by Linda Higgins at the recent community town hall on sex offender concentration, which has received extensive media coverage, click here.  The letter, which is carefully and politely worded, could be summarized as follows:

The Minnesota Department of Corrections isn't doing anything wrong by stacking perverts in North Minneapolis as thick as cordwood. Decorum requires me to respond politely to your letter but you know and I know you can go jump in a lake. Go ahead and sue me. It's not like we don't have plenty of lawyers, some of which obviously drafted this letter and cited a whole bunch of case law and studies to impress you and make you think we can get away with this outrage, which history shows we continue to get away with.

A number of mainstream media outlets reported on a community meeting that took place about a month ago on the issue of citizen outrage over Level Three Sex Offender concentration in North Minneapolis, click here for an example of the media coverage.

The highlight of the meeting may have been the moment when Jordan Neighborhood resident Dave Haddy, who (along with his wife) is the father of a young child, read a position paper summarizing the concentration problem with hard data. The data was compiled by Denny Wagner, who is the Jordan Area Community Council (JACC) go-to guy on this issue.

In a surprising development, this blog can report the number of sex offenders in the 55411 zip code has miraculously decreased from an apparent all-time high of 36 to a total of 32. This is still a ridiculously high number, but today is the first time EVER I can report actual progress on the overall numbers issue since 2008 when I first started beating this issue.

It was late April of this year when the total number of "known and counted" sex offenders in the 55411 zip code hit an (apparent) all time high of thirty-four, click here. I say "known and counted" because a document recently came to my attention which outlines how there are sex offenders not listed on the DOC website who are in programs like 180 Degrees and Damascus Way. 

So the actual number is higher. But the "known number" now stands at 35, a new all time record.

In two previous postings (click here and also here) I republished a letter sent by the chair of the Hennepin County Board of Commissioners to the State Department of Corrections. The letter concerned the unacceptable concentration of Level Three sex offenders in Hennepin County (particularly North Minneapolis) and has been described by a high-ranking government source as a "shot across the bow" letter.

Well, what do you know? My bad. The letter includes three footnotes and I forgot to include them. It turns out those footnotes have quite a bit of pithy and pointed substance. What more can I say except here they are...

The official name of the Hennepin County Board of Commissioners is actually "Board of Hennepin County Commissioners." But I prefer my way, better, and I hear everybody else using the same name for the board. So I'm doing it my way.

In Part One, I published the first half of a "shot across the bow" letter written by Mike Opat, Chair of the County Board, about the topic of Level Three Sex Offender Concentration in Hennepin County. At the end of Part One, Opat was in the middle of citing particularly egregious examples of dangerous predatory offenders dumped on Hennepin County who rightfully belonged in OTHER counties.

A very interesting document has been leaked to JNS Blog.

My highly-placed, unnamed source described the document as a "shot across the bow" directed at the Minnesota Department of Corrections by the Hennepin County Board of Commissioners in regard to the issue of Level Three Sex Offender Concentration in Hennepin County.

This blog has kept a fire burning under this issue for a while, though my concern is the number of L3SOs in North Minneapolis. Clearly, North Minneapolis bears the lion's share of this problem. But for the Minneapolis City Council and the Hennepin County Board of Commissioners, the issue is bigger than the 55411 zip code. The issue impacts our city and county, not just my neighborhood.

Though my neighborhood has it the worst. And I'm going to keep pointing it out.
