And so it begins again. Peter Rickmyer, a Level Three sex offender who left Oklahoma around 1990 and still has an active warrant for his arrest, albeit not an EXTRADITABLE warrant, has been filing numerous frivolous lawsuits for the last several years as an intimidation tactic against decent people in the neighborhood. Because of his frivolous filings, Rickmyer has been barred under Rule 9 from making further filings in Hennepin County without a lawyer (a real lawyer, with a license) signing off on the filings. 

Undeterred, Rickmyer sued this blogger and others in federal court and his lawsuit was slapped down. Despite the failure of his lawsuit on its face and a $5,000 judgment for filing a baseless suit, Rickmyer was not completely barred from making further federal filings. Why? Well, the legal rationale was apparently that Rickmyer was nowhere near the all time record for frivolous filings as described in the applicable case law...

Peter Rickmyer, whose right to file lawsuits in Hennepin County District Court has been whittled down to a splinter, recently made a filing which, in summary, requested the prohibitions against his filing of lawsuits be lifted. 

As reported here on this blog, (who else would care?) the district court rejected Rickmyer's filing and (in my opinion) Rickmyer is lucky he didn't get jailed for that filing since it appears to violate the plain and unambiguous wording of prohibitions against him making, well, MORE COURT FILINGS...

Peter Rickmyer is a Level Three Sex Offender who (incredibly) has been wanted on a "non-extraditable" warrant out of Oklahoma since Kurt Cobain was signed up with Sub Pop records and nobody knew what Teen Spirit smelled like. Frolicking around as free as you please in defiance of law, morality and social norms, Rickmyer has repeatedly filed baseless harassing lawsuits against various individuals and entities, including this blog. He has been declared a "frivolous litigant" in state court (but not yet in federal court) who isn't allowed to make filings on his own, pro se.

Yet THAT didn't stop Rickmyer from making another filing earlier this month...

Level Three Sex Offender Peter Rickmyer, pictured above, has been wanted on a warrant out of Oklahoma County, Oklahoma since the Hubble telescope was launched into space and Nelson Mandela was freed from prison, circa 1990. But Oklahoma County doesn't want Rickmyer back in their state, and so the warrant has been "non-extraditable" all these years even though the whole judicial system knows precisely where this fugitive child molester can be located, see address listed at the bottom of his recent court filing.

A federal judge recently dismissed all claims in a federal lawsuit by Peter "Spanky Pete" Rickmyer, a Level Three Sex Offender who is notorious for filing baseless and frivolous litigation. Rickmyer is currently wanted on a "non-extraditable" warrant in Oklahoma over a sex offense involving exposing himself to minors but Oklahoma (the very epicenter of folksy wisdom in the spirit of Will Rogers) doesn't want Rickmyer back.

Wow. I really wish I had time to read this fifty-six page Report And Recommendation (click here) by Honorable Judge Leo I. Brisbois in Minnesota's United States District Court. The report is not a final ruling, but in practice the federal court often "signs off" upon such a report in a final one-page ruling. So I am told.  

My name and my blogging is mentioned in this document numerous times, based upon what I can tell from scanning it for a minute and a half. THAT should interest me, shouldn't it? WHAT IS WRONG WITH ME that I can't even get excited...

Information floating around that came my way is as follows: Peter Rickmyer, the notorious Level Three Sex Offender and frivolous litigant who lives in North Minneapolis but has been wanted on a warrant out of Oklahoma County, Oklahoma since about 1990,  recently filed an Equal Opportunity Employment Commission complaint against the Jordan Area Community Council.

When the complaint was dismissed, he filed a federal lawsuit which was dismissed with amazing speed for any court of law; not so much a dismissal as chasing a stray animal out of the courthouse.

Rickmyer is not, of course, employed by JACC nor did he ever (to my knowledge) apply to JACC for a job, EVER. But lack of the correct forum for a complaint has never really been a problem for Rickmyer, who has already been declared a frivolous litigant in Hennepin County District Court and is facing a ruling in federal court about whether he is a frivolous litigant THERE, as well.

Peter Rickmyer, a Level Three Sex Offender who has been declared a frivolous litigant in Hennepin County Court, and is awaiting a similar determination in federal court, has filed yet another lawsuit against the Jordan Area Community Council.

Information online reveals the lawsuit was filed October 21. JNS blog does not yet have a copy of the lawsuit but a the online information, linked above, shows the suit involves Rickmyer's continuing obsession with Americans With Disabilities Act (ADA) compliance. Rickmyer reportedly suffers from some kind of "cognitive" disability, i.e. the stuff his probation officer tells him goes in one ear and out the other, plus his little head thinks for the big one.
