Yet Another Level Three Sex Offender Dumped In North Minneapolis...

A citizen of the Hawthorne Neighborhood forwarded me some information from the Department of Corrections about yet another Level Three sex offender being dumped in North Minneapolis.

Out in places like Chaska, they call a community meeting and everybody is up in arms...then the offender goes somewhere else, probably North Minneapolis.

But here in North Minneapolis, we just get an email and--if we're lucky--a few fliers on the door. This situation will not cease until somebody sues the Department of Corrections and seeks the protection of the law for our North Minneapolis neighborhoods. There is a statute which says sex offenders are not supposed to be "concentrated" in neighborhoods, but obviously that statute isn't worth the paper it is written upon until somebody takes it to court and demands its application.

In the meantime, this particular offender is...

Antar Abdulahi Ali, a man who raped a 14-year-old girl after using a ruse of offering assistance, then used physical force resulting in injuries to "gain compliance." The victim was a complete stranger to Ali.

Ali lives on the 2200 block of 6th Ave. N. If I find out the exact address, I will publish it, just like more than half the states of the United States publish the specific addresses of Level Three sex offenders, and Minnesota should join that list.

So Hello! Follow their lead. Ok I know you are doing your best to bring this subject out in the open but obviously if in Chaska all it takes is a meeting to get them to move on then you in NOMI need to do more. Maybe those on this blog are Chaska like but the bulk of NOMI couldn't care less, hence the battle. So what will you do to get them to move on?

As a law school graduate, how do you think a potential plaintiff will address issues like standing and sovereign immunity?

I don't understand your answer John. Doesn't the state have to abrogate sovereign immunity and allow itself to be sued? I don't think that's happened here. Isn't any lawsuit doomed to failure? Didn't they teach you this sort of thing in law school?

Seriously, I don't think there's much that can be done about the situation. No one else wants them, but the government needs a place to stick them, so they're always going to come here. Sad but true. Call me cynical, but I'll counter that with "realist".

There is something that can be done. Amend the legislation already on the books that says that sex offenders can't be concentrated in one area, with more specific language about what concentrated means. No more than 1 per square mile? 10 per zip code? Whatever. Certainly no more than one per building unless it is a 24/7 supervised transitional facility.

Wouldn't a specification of where one can live violate some sort of freedom that the constitution protects? I can see while on probation but after a sentence is fully served can you really keep a L3SO out of NOMI?

Your fatalistic attitude doesn't have a place in NoMi anymore. In case you haven't noticed, we're cleaning up the trash and that includes L3SO's and the overabundance of section eight renters crammed into poorly converted single family residences.

Word on the street is John and some other people are working on a lawsuit, maybe a class action, that will cause "concentration" to be defined in law. This will result in a lot fewer L3SO's in NoMi and a lot more in Edina and Woodbury.

What did Chaska residents say or do that was so outstanding? Why didn't the DOC tell Chaska residents "there is nothing we can do about it?"

Apparently there was something the DOC could do when Chaska residents didn't want a Level 3 in their community.

The article I read said that the sex offender in question discovered his residence address was actually in Chanhassen, not Chaska. The notification meeting was held anyway because area law enforcement felt it was a worthwhile opportunity to address the community's concerns preemptively.

They didn't do anything but complain but as you can see contrary to what you read here, there are sex offenders in other cities.

A public meeting has been scheduled for 7 p.m. Monday, March 15, to provide information to the community about a Level III sex offender who has recently moved to Chanhassen, according to a release from the Carver County Sheriff’s Office.

The individual who is identified has been convicted of criminal sexual conduct, which requires registration with law enforcement pursuant to Minnesota Statute 243.166. The Risk Level of III has been assigned to this offender based largely on his potential to reoffend and his previous criminal behavior.

The offender is identified as Ronald Rudolph Ernst, date of birth September 6, 1944. Ernst is a white male, 6 feet tall, weighing 240 pounds, with brown hair and brown eyes. He recently moved to an address on Flying Cloud Drive in Chanhassen.

Carver County Sheriff Bud Olson and the Minnesota Department of Corrections have scheduled a public meeting from 7 to 8:30 p.m. Monday, March 15, at Westwood Community Church, 3121 Westwood Drive in Chanhassen, MN. This meeting is to inform the community and to answer questions regarding this individual.

I'm not against revitalization. In fact, I'm all for it if it makes the world a better place. However, that doesn't make me an optimist when it comes to matters like this. I've lived in too many hoods in too many big cities (and smaller ones), and I've seen the same things going on in each of them. The government needs a place to dumb these bastards, and the hood is where they are dumped. It's not fair at all, but it is what it is. You're going to need more than a hundred angry NoMi citizens to get the laws changed -- or in this case, even followed. I'm sure that those in charge know all about the "do not concentrate all in one area" rule, but they choose to ignore it. Maybe speaking out about it and drawing some attention to it will change things. I hope it will. Just don't ask me to hold my breath waiting for it to happen.

Jsuk-Antar has been re-arrested and is on his way back to prison. Why you ask? Subject: In re: Level 3 offender Antar Abdulahi Ali, Dob 05/02/87.

Ali recently moved into the 2200 block of North 6th Street in the Hawthorne Neighborhood.

On 05/12 Mr. Ali was arrested due to his absconding from GPS monitoring. Ali was transported to Henn. Co. Jail to await his revocation hearing set to take place in one week. Mr. Ali will be revoked and sent back to prison because of this violation, which is regarded as very serious.

That's it, you gone and done it! How do you know this? He has been arrested for a violation, but the reason was not made public. How did you get this information? I sincerely hope you are not one of my County co-workers releasing non-public information.
