Gao Yang, DOB 8/23/86, is charged with stealing seven cars "mostly in the Fourth Precinct." He has a hearing on December 21st and citizens are being solicited for impact statements. I'm not sure how I got on the "impact statement listserv" but this link is probably a good place to start if you're interested, click here.
Yang was allegedly driving a stolen red Honda with a stolen plate (off a different car) when a routine license plate scan hit the jackpot.
The jail roster reveals his address is 2918 Oliver Ave. N., which appears to be a home owned by relatives. His bail is set at $50,000.

Well, he is apparently a kleptomaniac with a passion for fast-moving transportation.

No he didn't. You're just looking for an excuse to say racist things. What does Yang's RACE have to do with his (alleged) habit of stealing cars?
Not the best of citizens.
A property crime repeat offender, not one threatening death or bodily harm, unless some thefts resulted in high speed chases or other dangerousness criteria.
Warehousing the most dangerous, if there is insufficient space for all including repeat property criminals, makes sense in terms of general efficiency.
But what of deterrence? To deter this individual warehousing in prison is a clear answer.
To deter others, throwing the book at this guy to make an example is suggested as appropriate, if he is the worse offfender in non-professional auto theft.
If part of a a theft ring, all the more important to bring down the people making the most money from it. Again, make examples, for general deterrence.

To which I say: You can't possibly make that remark and leave out the racist term? That's too hard for you? The racist remark is somehow INTEGRAL to what you want to say?
