Community Impact Statements---Why Are Criminals Being Let Go On My Block?!!!

A community-oriented person sent me a link to a great tool. You can look up people arrested in your neighborhood and submit community impact statements. And you don't have to be a crime victim PERSONALLY, you can just talk about the impact on your neighborhood.

I noticed when I tried to search out names like "Thomas Anthony Banks," not a lot turns up. I concluded the stuff is "buried" inside official websites and needs to be brought out more openly on blogs, so...

Here are some samples of what's going on on the North Side. These are, in some cases, just arrests and NOT convictions.

I emphasize this. Not always convictions.

ON MY BLOCK AND PERIMETER:

* Belinda Marie Jenkins, arrested for trespass at 3023 4th Street N. She is a 41-year-old female, born 8/5/1966. This case was dismissed.

Richard Lee Taylor, a 40 year-old male born 1/7/1968. He was arrested for Loiter to Buy/Sell Narcotics. Drugs--Possession of Drug Paraphernalia--use or possession.

Officers were traveling Southbound on 4th Street N approaching Lowry Ave N when they observed a male walking Westbound on Lowry Ave. N, crossing 4th Street N. This male looked directly at officers and quickly changed directions, walking back Eastbound.

When officers stopped him, they saw him drop a crack pipe. He had been given a verbal warning earlier in the night for loitering in a different problem area. He was issued a "tag in lieu" for the above offenses and was "identified with a DVS website."

(Wouldn't I love to get mugs off that site? Word)

This one was dismissed, too.

He did, however, plead guilty to trespass at 3023 4th Street N. (Apparently connected to the incident above? Or just the same squat used by everybody?) For this, he was sentenced to 30 days, with 0 days executed, 30 days stayed, 2 days credited.

So...the system owes him two days? He gets credit for next time?

Here is the really shocking one, this next incident. He was involved in being a squatter at 430 30th Ave. N., with stolen stuff at the property, burglary tools...and never served a day for this! The judge was The Honorable Lloyd B. Zimmerman.

Here is the story. Officers went with Victim ONe to his residence (430 30th Ave. N) to retrieve his property. Officers found the window on the side door smashed out.

Upon entering the residence, officers found three persons in side the building. Here is what they swore:

Officers entered the house and found the three arrested parties inside the house. The victim is the owner of the house and stated that no one should be inside. The victim and his family have moved out of the house about one month ago, but still have items inside the house.

While searching the house to see if any items were stolen, the victim pointed out to officers that many of the items in the house did not belong to him. Inside the house officers found many tools which are commonly used for burglaries, and also jewelry, along with electronic items.

All three (suspects) were booked at HCJ. PC (whatever that might be) was authorized by Sgt. Freundschuh, Badge 2110.

So this was prosecuted by Kristi M. Lassegard before The Honorable Lloyd B. Zimmerman. Richard Lee Taylor got 60 days--Zero executed, 60 days stayed, Zero days credited)

This for being found living in a house he didn't own, filled with stolen loot and burglary tools.

ON MY SOUTHERN PERIMETER!!!!

* Kathleen Margaret Croud, 43, birthday 3/24, 1965, arrested for "Possess drug Paraphernalia." She pleaded guilty to this charge, which took place at 31st Ave. N. and 4th Street N.

Officers observed a female loitering at the above intersection. Officers have observed this female loitering in the same area before. She was not standing at a bus stop and did not appear to be walking in any direction. She was stopped and ID'ed. Officers found a crack pipe in her front right jeans pocket, sticking out about an inch which could be seen by the officers. Booked. Pipe was inventoried.

* Emanuel Videl Patterson

An officer swore as follows: Officers were in the area of 30th Ave. No and 6th Street North, which is an area known for high drug activity and gun related calls.

(Duly noted)

Officers saw (Patterson) walking eastbound on 30th, approaching 6th Street. (He) was wearing
a white tank top and blue jeans, and has a short black afro. (He) matched the description of an earlier gun call where a party was shot at during an attempted auto theft.

He was stopped and a pat search conducted. During the search, officer felt from the outside of the clothing an object believed to be a crack pipe. Patterson was arrested for possession of drug paraphernalia.

At the time of the stop, he had a blue "East Pack" backpack on. Inside the backpack was a rock of suspected crack cocaine.

He took a "guilty plea to an amended charge."
